New P4 System not powering up.

CPU: Pentium 4 2.4Ghz 800mhz FSB
MOBO: Abit IS7
VIDEO: Radeon 9500 Pro
PS: Allied True 450W
HD: WD 100GB 8MB cache 7200 RPM, WD 60GB 5400RPM 2MB cache
CDROM: Sony 48x24x48x CDRW

I installed the motherboard using copper studs. Plugged everything in,
and then turned on the system. The first time I pressed the power
button, all the fans spinned for a second then stopped. I tried pressing
the power button again and it did not do anything. I unplugged the power
supply and plugged it in again, then tried to press the power button and
the same thing happened (turned on for half a sec, then shutdown).

I thought that the motherboard was being shorted out somehow. So I took
it out of the case and layed it on the anti static bag and ran it from
there. The same thing happened. I even took out every component out
except the CPU to see if it would still run, but it did not work. It might we worthy
to mention that the power light on the motherboard is turned on when plugged in,
but the system just doesn't power on.

I even tried to only plug in the power cable in the place where you plug all the LEDs in, etc. Did not work either. Some people I consulted were pointing their finger at perhaps the power supply, I don't know. I haven't tested this new PS with a different motherboard. Any help would be highly appreciated. Took everything out but the CPU? You have to have memory installed too. Try again with just the CPU, memory, and video card.
 
The AGP slot has two layers of contacts. If you can see any of the gold "fingers" on the edge of your video card peeking out, then it isn't in all the way. Also, take a really close look at your memory modules to ensure that they're fully seated all the way across.

What memory modules are you using, by the way?

Also, is your video card's auxiliary-power plugged in?
 
yah i jus built my first intel system and it did the same thing 🙁 but then i realized the p4 needed the 4 pin power connector and worked fine... sorry thatd oesnt help.. lol
 
Don't know if you found the problem yet but I had something similar with my IS7. First clear the cmos then go into the bios and disable all the APCI functions especially the "auto temp shutdown". It's a know problem that was fixed with the latest bios.
 
Nope didn't fix my problem yet. And the thing about this is that the mobo doesn't even post. It just turns on for a second then shuts off. I did make some progress, I tried the Allied 450W PS with my old system and it did the same thing. So hopefully if I'm right, its something to do with the power supply. The other bad news is that after doing this test with the new PS, I killed my old system. hah So we'll see what happens. I'll have to give newegg a call and ask them what they think.
 
Yikes :Q You're not plugging in the power supply's connector backwards or something, are you?
 
I am happy to report that it indeed was a fauilty power supply causing the problem. I ran to best buy to buy an antec smart power 350W ps, hooked it up and BAM! Everything worked. Thank you all so much for your input! I really appreciate it. On another note, I bought the Allied 450W ps from newegg and I know there are countless newegg fans out there. Have any of you guys had to return stuff to them? How'd it go? Do they make you pay for return shipping? I wanted to put an extra few bucks and buy the antec from newegg since its $15 cheaper than BB, think they can do that instead of sending me the same replacement PSU? Oh and, I'm a bit concerned from the jump to 350W from 450W. You can see my specs at the beginning of the post, eventually I'd like to add a few more drives to my system, probably getting rid of the 60GB and getting another two 120 and up drives. Will the Antec SL350 be enough juice to fuel my system? I want this baby to last! Thanks again for all the help!
