I have a fix for the NO problem.

Instead of the government spending all this money to rebuild NO, it should buy NO. Turn the entire area that is below sea level into a huge Naval base.

NO is under sea level, so it will always be at risk to flooding again. However, a military base can cope with this by building their roads and buildings much higher.

Anyways the reason it would be a naval base is because NO has access to waterways that are close to the ocean. Lake Pontchartrain can be a training area.

Actually, here is a better solution. Inform the city that federally-subsidized flood insurance (which is all flood insurance) will no longer be offered. By out anyone that wants to sell. Everyone that is left (which will only be a very small number of people) is welcome to live there. People are welcome to move in. We just won't be paying for them.

a lot of investors are already buying up this prime real estate and plannignt o build mansions on what once was occuppied by famiies for generations...people will always profit from the misfortune of others

Culture is about who you are, not what piece of land you happen to occupy. With the buyout, NO residents can either move back to higher ground surrounding NO, or go elsewhere in this big U.S.A.

Level one of the Rocky Mountains and fill in the basin... then rebuild. :)

What money is being spent?

All the local Municiplaities are going broke, laid everyone off.

Most infrastructure is gone. Today Touro Hospital laid off most of it's staff.

There is no money coming to the hands of any locals to rebuild or Municipalities.

Looks like the plan to leave New Orleans to fade into oblivion has already been put in place.

Honestly, I would think finding the best use for the land would really be a good thing. But I don't live there. If it made for a perfect naval base area and would free up other better land else where, then wouldn't that benefit everyone? I don't know but it makes sense. Unfortunately, people will just rebuild, and history will repeat.

I'm just waiting for the property value to go down enough then I am going to buy a large chunck of it and use it to set up experimental communities based on posts in P&N.

Errr No. New Orleans is sitting on a major shipping lane. That's not the place to put a Naval base and New Orleans is needed for that purpose alone. Rebuilding smartly and rooting out the ingrained corruption in the city of New Orleans would be a better way to go.

Here's the plan. Buy everyone out, then dump all the trash from around the country until the pile is well above sea level, then bring in some fill dirt and start building again. No more worrying about flooding and the land will double in value.
