Everyone who has been to New Orleans in the past week raise their hand.
*raises hand*
*looks around at large area full of unraised hands*
Ok, now that that's taken care of, here's the deal.
Yes, there are thousands of destroyed homes, yes there are thousands of homes that don't have power, gas, phone, etc service.
BUT, there are thousands of folks coming in every day, working on their house and leaving for Baton Rouge or whatever. Personally, I came in from BR, got some more stuff from my parents' destroyed house, then went sat outside CC's coffeshop (closed) and leeched off their wireless with about a hundred other people to look up some info from Allstate for my dad. This wireless network has a use NOW, while people are rebuilding, as well as in the future for not only the people of New Orleans but for the City and its employees as well.
And yes, there are other, more important things that need to be fixed. But when almost everything is broken, why not take the opportunity to make it better while fixing it?
And if anyone mentions that the city should be using the money to upgrade the levees (like the morons in engadget's comments), I'll scream. There's no way the city or state can pay for that in their current condition...however, if Louisiana were given a fair share of offshore oil profits, like every other oil-producing state in the nation, it could. LA is being screwed.
