I recently purchased a 250 GB Samsung 970 EVO Plus SSD. I installed it in an Intel NUC6i3SYH PC. It's only getting around 1850 MB/s in the first read and write test in the latest version of CrystalDiskMark 64-bit. Shouldn't it be getting around 3450 MB/s in the first read test? It's running at PCIe 3.0 4x according to Samsung Magician.
 
You will also need to disable the various security hotfixes, since they reduce performance. NVME Took a huge hit, unfortunately. See if InSpectre resolves it.
 
Well I would review the results of the tests on a fully patched SSD before making that recommendation. .

Tests show that the impact from all patches on an Intel drive ( Optane SSD 905P – 1.5TB ) is 6%, e.g., a 37s v 39s load-time in a game. Not noticeable.

In the situation of the OP, there is a 50 % loss in performance and on a Samsung drive.Completely different beast.
 
After doing some research online, I found out that I had to perform a BIOS update in recovery mode to unlock the full speed of the NVMe SSD as updating the BIOS the normal way does not remove the 1600 MB/s cap for NVMe SSDs even with the latest BIOS. I already had the latest BIOS in the system but this time I reflashed it in recovery mode. Now it's getting around 3550 MB/s on the first read test and around 2350 MB/s in the first write test of CrystalDiskMark.
