new NEC3500a burning cds very slowly

I've used Nero and EZ CD Creator and burning at 40x a CD has been taking like 4-5 minutes to make. that isn't normal. anyone have any idea what the problem could be?
 
my dvd's are going 8x (on very cheap 8x media), but i did notice the two CD's i have burnt both went at 12x, although the also-cheap disks say 2-40x on them. Nero Express only gave me the option of 12x though, IIRC.

not much use there, but only got the thing recently.
