New Motherboard w/power but no response..HELP!

I just bought a brand new MB from NewEgg, Abit KR7A-133Raid. I had an Athlon 1.33 in it. I had just took the Athlon out of another MB when it was working, upon inspecting it I noticed a couple of chips on the edges of the core. But I thought well it worked in the other MB, it should hopefully work in this one. Anyway I put the new MB, CPU, vid card, floppy, hdd, dvd-rom in to test to see if it boots. Nothing happens(No ROM drive spins, no FDD activity, nothing) when the power is turned on. The KR7A has a power indicator light on the MB which was lit up signifying that there was power. After numerous attempts of swapping components I took the Athlon out and noticed the chips on the core were significantly worse and assumed it was dead. Would this cause this problem?

The power indicator light on the MB lights up as its receiving power, but nothing moves, not any of the fans(including the PSU fan), ROMS do not spin, HDD do not spin, FDD does nothing, help me please!!!!

Probably a short to ground on the motherboard mounts, and probably near the memory slots.

In particular, most cases provide a stand-off mount in a position that will ground your board at a point near the memory slots on KR7-series boards. My KR7A/R board is supported by a foam piece here, since my (Antec) case tray does not have a stand-off position that matches up with the KR7 board in this area of the mobo.

Where is the ground located? Does the manual tell at all? if it is shorted does it do any damage?

What I am suggesting is that if you removed another mobo, and mounted the KR7 board on the previous tray stand-offs, there is likely an 'extra' standoff that does not match the mounting holes in the KR7 board. It's easy to miss, since it's underneath the mobo. This stand-off is likely to be the source of an improper grounding contact.

If you visualize the cpu mount as 'top-left' of KR7 board, the area to inspect is BENEATH the intersection of the edge of the mem-slots and where your AGP card would extend to the mem-slots ('mid-right'). That's where the 'extra' stand-off would be located.

That's why a number of KR7 boards are essentially unsupported on the 'right' side of the board.
