New motherboard not posting....

I just picked up a cheap new 754 socket board for a low power build. Well upon plugging in 2 different PSU's, the fans an annoying leds in the PSU pulsate on and off, almost like you are turning it off and on really fast.

This all happens with nothing plugged in or with memory and a cpu. The cpu never even warms up (no hsf connected) when it is doing this. I've connected a fan to the cpu fan header just to rule that out.

When I jumper the PSU to turn it on, nothing then happens either. The above pulsating all happens when the PSU is switched on.




Never had this happen before, ideas?
 
Board sounds shorted. And you never want to run a cpu without a heat sink attached. You can burn it up in a matter of seconds
 
Try posting out of the case with your motherboard lying on a piece of cardboard.

Don't turn your computer on without the HSF attached.
 
First try wasn't in the case....I've had no issues (knock on wood) troubleshooting cpu's without HSF attached, you can't be stupid about it though.

I assumed it was fubared, I just wanted to confirm it, which I did today as I had a spare 754 socket setup at work and it does the same thing.
