new motherboard, new problems

I bought a Biostar M7NCG400 recently from a member on here, and I plugged in my Radeon 9800 pro (which has never had any previous problems) and now I'm not getting a signal? I had a quick one, it popped up for like 2 seconds and just shut off. Everything else is powering up fine besides my PCI card (belkin wireless) the lights aren't coming on that.

It's a brand new power supply (coolermaster 430w) so I really doubt it should have an issue pushing an amd xp 3000 with a radeon 9800 pro video card, one hard drive, 1 dvd writer, 2 fans.

any possible ideas? I'm dying for this computer back... this one is making me go insane
 
I'd say your 9800 isn't seating properly with the new board. I would reinstall it without the hold down screw, and see is it stays on.
