New motherboard and proc not doing the job

My neighbor is building his gf a new computer. Just got his Abit Kt7a and ghz duron in. HAving serious issues with the cmos. I think. When we try to boot, it seems to take an unusally long time searching for ide devices. If I try to make any changes in the bios, the computer shuts off and wont boot; causing me to clear the cmos. and round and round we go. I have replaced the battery with a known working battery, I have disconnected everything from teh machine. It is being pushed by a 300 watt psu.
 
It sounds to me like an IDE cable is on backwards. Try disconnecting everything but ONE hard disk, and check, double check, and triple check to make sure that the drives are on at the right place.

You might also have the drive in Cable Select mode, try changing it to master setting.
 
are you trying to boot into windows? is this a new hdd or an old one with this motherboard? Have you installed the latest via 4 in 1's? also check to make sure the ide cable doesn't have any nicks in it, and that it is securely connected to both the hdd and the motherboard.
