New monitor picture completely washed out

Got my Mum a new Dell E193 19" LCD to replace an aging CRT monitor. And the picture is beautifully bright, but there is a problem. (Connected by VGA - this monitor doesn't have DVI)

Highlights are completely burned out and just appear white. It's such a significant problem that the Picasa toolbar is completely invisible - just an expanse of white; subtle colour toning in windows toolbars and message boxes also disappears and is replaced by pure white.

Adjusting brightness/contrast on the monitor makes no difference - the highlights stay completely burned out, with no extra detail forthcoming.

I've tried the gamma correction tool 'QuickGamma' and while it makes a difference to the overall appearance, it doesn't fix the burning of the highlights - and reveals no additional detail in this area.

 
Do you have another computer available that you can attach the new LCD monitor to? That really sounds like either the video card is sending bad data to the monitor, or the monitor itself is bad.
 
Do a Google search for "WiziWyg" and DL/Install it. It is real simple to use and will create a new color profile for your monitor. I don't need to use it for my LCD, but I have played with it and it sets up the colors, brightness and contrast to look good. I would give it a try and see if it makes a difference.
 
The res is set to native (1280x1024) @ 60 Hz (optimal according to the monitor docs).

There are no drivers to install. None are supplied, and windows does not require any.

I've tried Wiziwyg, and it just crashes as soon as I select monitor calibration. It simply won't run.

I've also tried several other colour correction tools. None make any difference at all. I've tried "advanced gamma corrector", and even it's calibration displays are burned out in the highlights, and can't really be rescued.

It looks like it is a PC problem, because I've tried the monitor on a laptop and the display is perfect. It's just weird that the old CRT monitor worked absolutely perfectly on the same PC.

Unfortunately, it's not just a matter of replacing the graphics card (as it's integrated graphics).
