New Mobo/processor trouble...please help! :(

Ok. My boss just bought a new SOYO SY-P4ISR mobo and P4 1.5 Ghz processor and wanted me to install it. Well, I've tried installing it and when I hook it up and turn the power on, the CPU Fan comes on and the power supply fan comes on but that's it. No beeps, no video, no anything. I've tried unplugging all cards and drives (HD, CDROM, etc) and still no beeps. The last thing I tried was putting the mobo on an antistatic bag and laying it on the desk with nothing but the processor, cpu fan, and power connected. Still, no beeps or posting. We had the exact same problem a couple of weeks ago, and when I called SOYO tech support they said it either had to be the mobo or processor. We sent both the mobo and processor back and got brand new ones and the exact same thing is happening. I'm at my wits end. PLEASE if anyone has suggestions let me know asap. Thanx a lot.
 
It could be a power supply issue. Also, I think there is an extra plug from the power supply that has to be plugged in a pentium 4 motherboard. This could be causing the problem.
 
Well, then I really have no clue what could be wrong since I have never used Intel stuff in my computers. And intel claims better stability than AMD....

Does this MB use RDRAM? If so be sure you have the crimms in place in the empty slots.
 
Nope, it uses good old SDRAM. I wish it were a AMD...we had to get a new mobo/processor for my work computer here and we got a Athlon 1.1 and it was sooooooooo simple to install.
 
could be another dead mb. I went through three of those building a p4 system for someone. That really pissed me off.
 
One more thing that probably means nothing at all, but here goes. If I unplug the cord from the powersupply then attach the keyboard, then plug in the power cord again, the numlock, capslock, and scrolllock keys light up for 1 second or so.
 
I haven't tried different ram, but I have tried removing it altogether and the mobo should give me an error thru the pc speaker, but it doesn't 🙁
 
I'd try different components if you have them to pinpoint what's wrong. Plug in and out different components to see if you can nail it down to one thing. Good luck.
