new mobo, new probs: can't boot

Okay, so I was the one with the nasty video problem a while ago:

THAT problem. And I bought a nice, new Abit NF7 motherboard hoping to fix it.

Now I have new problems. I go into PC Health, and the monitor watches things for a while before dying. The proc temp drops to -30F and the CPU Core voltage drops to 0.01v from ~1.75v.

Also, if I try to let it boot, it gets as far as the Win2k splash screen before dying. I get a blue screen and it says, boot device inaccesable. And that's that. I can't get into safe mode with F8 or using Control, and I can't boot to CD (it says Boot to CD? press any key and pressing keys does nothing).

So what can I try?

What have I done?

Am I too retarded to deserve a real computer and should I just go buy an e Machines =(

Seriously though, any ideas would be greatly appreciated--going from not being able to use Word to not being able to use my computer is a huge step downwards.

I presume you've got an NTFS partition?
Usually the NTFS partition has security as so when you change hardware etc, it'll blue screen telling you that reason, and this is generally why people always recommend you make a complete and utter 100% reformat or a brand new installation of windows.
About the monitor though, errrr, I dunno :|

I got it to boot; I still have the problem with the voltage in the BIOS though. It seems to only appear there--the system runs fine otherwise.
