New mechanical hard drive problem

Just installed new mechanical hard drive and problem is. Bios sees drive, size, model #. But once windows starts, win 10 pro, neither disk management or partion master pro are able to initialize/ create the drive in order to format. I've tried different sata cable and port. Wondering if I'm not thinking of something or drive has issue.

What does it show in disk management?
You see any error messages?
What specific model HD is this?

Management shows it. Grayed out box lists it as proper size and is unallocated. Error message is failed to complete task. The easus partion program gives same message in different words. Hitachi 2TB. 7200rpm 64cache.

Can you select it in diskpart and run a clean command? (just make sure you select the right one)
