New m/b and cpu, do I have to format and reinstall?

Hi, I'm about to buy a new m/b and cpu for my pc, but I don't know if I can simply just plug in my current HD and current OS and boot up. Can you do this? If not, why? I am currently running win98se and would prefer not to format my drive and reinstall my OS simply because im upgrading.
 
if you copy all of your cab files from the win98 onto your hdd, then remove the 'enum' string from the registry it will work fine. removing the enum string removes all the hardware info about your system from the os. Once that's done, go ahead and swap out the mb. next time you boot up, it will redetect all the new hardware.
