New Lite-On 16X DVD-ROM has HORRIBLE seek times. Help!

When building my new system I decided to go with Lite-On drives after seeing people say how good they are. So far my new 16X DVD-ROM has had a terrible time seeking. I just ran CD Speed 99 on it (with a standard pressed CD) and the random seek time is 443ms, and the full seek time is 827ms!!! These numbers are WAY too high. Is the drive defective? The Lite-On CD-RW I got does not have this problem. Thanks for any help.
