Do the temps go to 100 immediately when you start the test or does it take some time? Is the CPU throttling during the test? What speeds are you running your fans and pump? Are you overclocking the CPU?

Remove the water block and see if there is any clear plastic cover on the shiny copper surface. If there is, you need to remove that. Re-install it with good thermal paste application (don't over do it. Just a pea sized drop in the middle and maybe a thin circle of paste around it closer to the edges of the CPU). Make sure the screws are tight but not too tight.

Sounds like either you have the cold plate/water pump assembly installed incorrectly, or you have the pump connected to the wrong motherboard fan/pump connector...or MAYBE it's configured incorrectly in the BIOS.
(on my mobo, if I connect the water pump to the fan/pump socket, temps shoot up to 100c almost instantly. fckn weird.)

Idle temps look fine so contact with the IHS may be OK. But there's still no indication about your pump or fan speed. Try using something like hardware info (HWinfo) to verify that your pump and fan speeds are changing under load.

Then where do you connect 3 pin pump connector?

That Masterliquid with "TEC" actually looks promising. I may actually try one for my next computer build, if I'm still alive when I am ready to do it.
Not sure how long that AIO will be available. My local Amazon is selling it for less than $100. Only reason I haven't picked it up is that it doesn't support anything other than LGA1200. If you are really interested in the idea of a TEC, you should pick it up. It has a normal mode and an uncontrolled mode. It will draw up to 250W of its own power to cool the CPU to subzero temperature in uncontrolled mode but there is no guarantee that condensation won't ruin your PC. The normal mode is OK but nothing stellar. I think that's why Coolermaster/Intel abandoned the idea and didn't release a successor to it.

Does that thing use a peltier-type cooler? Those popped up in the aquarium hobby almost 20 years ago with limited success.
