I see most have 1.8ghz - 2.4ghz processor.
what is good for this build?
obviously doesn't need super performance, but reliability is key

we had a dell laptop previously and it had a TON of problems. Only 2 years old and its dead. The user seems to have a lot of issues with their computers, so we are debating getting a cheap one that will last 2 years or a nice one- $600- $1200 that will last 5+ years. The only problem is if it only lasts 2-3 years like a $300-400 one...

My simple advice, is that unless the user has specific needs that can only be fulfilled by buying an expensive laptop, then purchase a laptop as cheap as you can get it (within reason, I would probably avoid AMD E-series APUs).

Celeron 1007U (1.5Ghz Ivy Bridge dual-core), or Celeron 1037U (1.8Ghz) are good choices. As are the Haswell i3 chips (have better IGPs than the IB Celerons).

I just finished preparing a Lenovo B590 for a small office (intalling W7, offcie a some programs they use) and it's a niche cheap laptop.

It comes with a Ivy i3 at 2'4GHz, 500GB HDD (wich I replaced with a 120GB SSD), a really nice keyboard for the price and an acceptable display.

It was about 430€ (provablu 430$ in USA or less) olus 70€ for the SSD and it's really fast for office and web navigation.

If you don't like this one (it has a pretty boring design) I recommend you looking for a 400-500$ one with a nice keyboard and an standard voltage i3 and you'll be well served.
