New install with XP Pro OEM

I can not get the The XP disk to boot from cd . I formated the hard drive using a windows 98 disk and when I try to boot from the cd I get an error message that this can not work in dos. I have installed Windows 2000 many times using this method with no problems. Is it because it is an OEM version disk.
 
You can also just boot to the XP CD, the install program will partition and format the drive during install.
