New install keeps rebooting

I have built up an Asus SK8V mobo with FX-53 cpu , with corsair 2x512 ram and a seagate cheetah 36.7 gb HDD ( or thereabouts). I get my computer up and running fine with just that setup. i have added a pioneer dvd writter and a dvd-rom fine as secondary master & slave. Only when i try to fix my 2 IDE HDD's as Primary master & slave, the computer jus seems to keep rebooting without any errors. They are recognised in the bios but after that stage screen goes blank and reboots. Sometimes it gets as far as the windows XP screen then reboots again immediatly.

The HDD's are both WD, one is 200GB and the other is 80GB

What am i doing wrong ?

and oh yeah , im sure its not the PSU , its a new Enermax 600W one !
