New HTPC Build Not Working

I received these parts today (from Amazon):

Intel i3-3225
Gigabyte GA-H77N-WIFI
Silverstone SG05BB-450-USB3.0 + SFX 450W PS
Samsung 8 GB Kit DDR3 1600 (MV-3V4G3D/US)

and I had one of these lying around:
60 GB ADATA SSD

After putting it all together, I power plug it in, turn on the PS switch, then press the power button on the front panel, and...

Nothing. Well, the little blue light inside the power button flashed for half a second, but then nothing.

I've checked and double checked to make sure that

1 - the CPU is seated properly
2 - the CPU fan is plugged in
3 - the 20-pin ATX power line is plugged into the MB
4 - the 4-pin ATX_12V is plugged into the MB
5 - the memory is seated properly
6 - there is no short between the case and MB (I took the MB completely out of the case and reconnected everything)

The PS fan never turns on. Does that mean that the PS might be bad, or just that it's never getting hot enough to need the fan?

Unfortunately, I don't have another set of compatible components to try these parts out with.

Does anyone have any suggestions?

if you did double check everything.this sound like bad psu.

The PSU in my main PC has an 8-pin (or 4+4 pin) ATX12V, so I wasn't able to use it to test the rest of my components.

But I remembered that I have a really old PC which, as it turns out, has an ATX power supply with a 4-pin ATX12V (but not SATA power or other modern amenities).

Using this power supply, I was able to confirm that the motherboard POSTs, and gets far enough to tell me that it has no boot device.

I guess it's time to RMA the SG05BB. Or should I try contacting Silverstone and see if they'll send me a replacement PSU?
