39C is rather high for idle, but not a cause for concern in and of itself. The question would be what do the temperatures look like at load? If it's 65C, then that's fine and well outside of the throttling range.

I find idles all over the place, with auto fan control, but the fan usually kicks in pretty well by 40C. 65-70C is OK for a max. 80C is the throttle temp, and if you reach that, you have either a heatsink or case airflow problem.
