New HDD DOA?

Earlier this week I picked up a 2TB Barracuda from Amazon because they had a good deal, and it arrived today. I put it in, it makes a weird couple beeps and refuses to boot into Windows. I go into the UFEI, and it only detects my SSD and my Caviar Black. I then switch sata cables, so only the SSD and the Barracuda (hooked up with the Caviar's cable) are in. Same problem. Finally I use both the Caviar's sata and power cable and get the same result. Computer works fine with only the SSD and Caviar.

Is it safe to say the Barracuda is dead and send it back in?

All the 1TB+ drives have had sh!t quality the last few years it seems. Very normal today unfortunately.

Yeah, your only option is to return it, and get another one.
I think seagate drives are the only ones that make those kind of noises, at least, I haven't heard them from all my other non-seagate drives.
