New HD won't initialize in Vista

It's showing up in Computer Management as Not Initialized. When I try to initialize it, it says, "The request could not be performed because of an I/O device error".

I have a 200 GB SATA as my main boot drive. I just took out a different SATA drive and am trying to put this 1 TB drive in and I can't get it to work. The other 2nd drive I had in there I installed later on, like this one, and had no problem initializing it and formatting it.

Any help is greatly appreciated.
 
The drive may have a bad block in one of the areas where the file system can't allow one (e.g. the device might actually be bad)
 
Oh, that would be just dandy. I bought it about 6 months ago on eBay as an OEM drive and just now had the need to install it. I couldn't pass up the deal with the 30% Cashback. I think I paid $72 for it (WD Green 1TB).
 
So I went to WD's site and downloaded their disk diagnostics tool. I had it run the Quick Test and almost immediately it gave me this error: "Test Error Code: 11-Cable Test::Read diagnostics sector error!" Then it told me to replace the cable and try it again. Well, I unplugged my SATA DVD and used that cable and got the same error. Do you think it's time to RMA this baby?
