New HD Slowing MY PC

I just got a 20 gb HD same speed as my 30GB hd there both 7200 rpm. I put it into my PC and as soon as I started my PC the loading took 4X as long to load as well as shutting down takes 4X as long to shut down. I was thinking about just reformatting, but I don't want to go through the trouble of reinstalling all my software. Is there something wrong with my IDE Cables? should i do anything particular to my hardware? Is there something wrong with my PC not being able to read the second HD? Is reformatting My Best Bet? What About Defragmentation? Please If Anyone is able to help me I would glady hear your advice thank you!
 
Try dropping the hds on different ide channels and put the cdroms on a shelf. This is just to make sure it's a software issue because, as far as I know, if you have 2 devices on a single IDE channel, they both can't negotiate transfers at the same time and IDE is still less efficient at scheduling than scsi. This may be your problem and, if it is, I would recommend you consider getting an ide adapter for your cdroms or slower IDE devices like zip drives.
