New hard drive detected by Device Manager, but not listed in File Explorer?

I just added a new hard drive (Vista 64, new drive is a Seagate Barracuda) that is detected by the BIOS, listed under Device Manager>Disk Drives, and is selectable under HD Tune. However, it is not listed as a drive under Computer (File Explorer). And there's no drive letter.

Here's the info listed under Device Manager>Disk Drives>ST31500541AS ATA Device>Volumes, once I click "Populate":
Disk: Disk 4
Type: Unknown
Status: Not Initialized
Partition style: Not Applicable
Capacity: 1430799MB
Unallocated space: 0MB
Reserved Space: 0MB
Perhaps it is not listed because it's not formatted/initialized, but if it's not listed under File Explorer, how do I format/initialize it?
 
i don't have vista, but this is the path for win 7
