New GTX 1070 spotty performance in game?

I installed a GTX 1070 a month or two ago, and it seems that some games just do not run well on it at all. The drivers are installed and updated to highest version. I am also on W10 now, and I was on W7 previous to the pc upgrade that included the GPU.

The first game that showed an issue was Bioshock: Infinite. I started to play through Steam, but noticed that the framerate wasn't hitting 60, it was kind of staying around 45 and it was somewhat choppy. I thought this was a bit strange, but then I launched Dark Souls through Steam with dsfix, and noticed the same thing. Framerate wasn't hitting 60, it was kind of hovering around 45 and would sometimes go to 60 or 30 or even below 30, it was inconsistent. Now this bothered me for two reasons, a. Dark Souls is probably my favorite game of all time, if not top 3, and b. my previous card, an AMD HD6950 2G with a single wimpy fan was able to run this game through Steam a recorded 400 hours and it spent more time locked at 60fps than my brand new top of the line ZOTAC GTX 1070 8G with three giant fans. Besides that, when Dark Souls launches, it'll bring up a black screen and not really do anything for a while. Sometimes it just stays on the black screen and the process needs to be killed. Sometimes it pushes through it and launches the game, but still takes a while.

I've nosed around in the settings of GeForce Experience to see if anything was weird or could be tweaked, but I didn't see anything really. A friend of mine said I should try pressing Windows + G to toggle gaming mode on/off, but that didn't seem to help. Any help or advice would be appreciated.

Shouldn't be an issue. At the same time of the GPU install, I replaced my C: SSD with a brand new one and installed W10 onto it fresh. Shouldn't be an issue right?

Correct. But does bring up another question: if you put the AMD card in, with your corrent Windows install, does it perform as well as it did in the last install?

I gave the AMD card to my friend. Something drastic must have happened, because now all of my games are exhibiting the same behavior. When I first got the card and installed it, all games were running locked at 60fps, now just about every game I boot is operating right around 25-30fps. List of currently tested games: Dark Souls, Dark Souls III, Bioshock: Infinite, The Witcher 3: The Wild Hunt. None of which are performing well, have performed well on this card previously, and all have very long boot times where the screen goes white/black. The GPU temp will go up to about 55C while game is running, so I know the GPU is being utilized.

This is purely a hunch, but does anything change if you remove Geforce Experience?

And if it needs to be said, make sure you aren't missing any chipset drivers.

Which pci-express slot are you using? Is it at 16x?

Ok, now I am ashamed of myself to admit this, but I figured out the problem. I had set my pc to the power saving mode a week or so ago because the display wasn't turning off at night. I changed it back to full performance mode and now all my games are parked at 60fps again. Here I am sitting here thinking my CPU or MOBO are dying and wondering what I am going to do because my next build has parts that won't be available for a few months, meanwhile what actually happened is fate decided to test my knowledge of Occam's Razor.
