Read this at IGN. Would be about right in late 2010, early 2011. Hopefully they refine MP and go back towards the San Andreas style of over the top insanity.

Management also told us that the team at Rockstar North is highly motivated to get the game out, and that the team understands that its highest payday will come from working on GTA instead of any other game. When we do the simple math, we conclude that the next installment is likely to be completed by some time in 2010, although given the frequency of game delays, it is not clear that it will necessarily come before October 31, 2010.

This doesn't mean much since it's so early. If they do go back to their previous style of game play, then GTA IV will be the bastard child.

I enjoyed the previous style more so than 4. The previous ones were just more fun to me. 4 wasn't bad but it just lost a lot of what made the previous GTA's so awesome to me. With that said I'll still buy this one when it comes out as I love GTA games.
 
I hope it's based on a European city this time. I'm sick of the mob and American gangsters.
 
I think I'm done with the GTA series. I've played every single one of them from PS1 and I felt like I'm doing the same thing over and over again.
 
GTA IV was a pretty disappointing entry, I couldn't bring myself to finish it, I have officially lost any interest for any future GTA games.
