The one time I bought a vid card from E bay it worked flawlessly. The only problem was it turned out to be an engineering sample that was clocked slower than all the other models in the range. It was a first generation Ati Radeon when they first came out. Came straight from Canada so I assume an employ took a few home with him and E bayed them.

Don't forget about BIOS flashing. Although there haven't been many cards lately that are capable of it, some people were taking lower end cards, flashing them with the BIOS of a higher performing card and reselling them as higher performing ones. Since the two cards were physically identical, it was nearly impossible to determine if you were getting a true XXXXX card, or a lower binned one with the XXXXX BIOS on it.
