Looking for advice for a friend's new rig, how are these parts/specs?
  1. Crucial BX100 500gB (SSD)
  2. 212 EVO (Heatsink)
  3. G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 2800 (PC4 22400) Intel Z170 http://www.newegg.com/Product/Product.aspx?Item=N82E16820231877
He already has a GTX 970, and Corsair 750w. I know sleep states may have to be changed in order to use that PSU.

Do games currently, or are games likely to within a couple of years, start gaining much benefit from hyper-threaded CPUs? If not, there's no need for the 6700.

SSD - good
Heatsink - good
RAM - a little expensive

Nice.

Corsair 750w.

Model? How old?

Not enough to matter when you're only running a single GTX 970. A skylake i5 with mild OC will handle GTX 970 especially well, and will also handle a GPU upgrade

GIGABYTE GA-Z170XP-SLI (rev. 1.0) LGA 1151 Intel Z170 HDMI SATA 6Gb/s USB 3.1 USB 3.0 ATX Intel Motherboard
with
Intel Core i5-6500 6M Skylake Quad-Core 3.2 GHz LGA 1151 65W
http://www.newegg.com/Product/ComboD...=Combo.2528739
Versus:
ASRock Z170 Extreme6 LGA 1151 Intel Z170 HDMI SATA 6Gb/s USB 3.1 USB 3.0 ATX Intel Motherboard
with
Intel Core i7-6700 8M Skylake Quad-Core 3.4 GHz LGA 1151
http://www.newegg.com/Product/ComboD...=Combo.2542546

the CPU in these combos is not overclockable.

I'd recommend:

The RAM in particular is an amazing deal, probably going to be out of stock soon. You don't find many 16GB DDR4 kits under $100, let alone 2666MHz ones.

The 850 EVO I picked cos it's just a few $ more than BX100 but gets you 2 more years of warranty.

This setup will be super easy to overclock to 4.4GHz. Of course, you can tinker around more than that if you want, this is just a quick guide. Set:
- core multi to 44
- synchronize turbo on all cores
- adaptive VCore to 1.300
- LLC to level 5
- current limit to 140%

Then check that temps stay under 80C at load. If not, use a milder stress test (Prime95 may push over 80C), or back down to 4.3GHz with a bit lower volts.

If 4.4GHz is not stable at 1.300V, you're pretty unlucky in your CPU lottery.
