1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
Gaming, development, video editing, VM's, mining, etc. Looking to retire my current gaming and work system to dedicated VM's and want something replace both.

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread
Under $7k all in.

3. What country YOU will be buying YOUR parts from.
USA

4. IF you're buying parts OUTSIDE the US, please post a link to the vendor you'll be buying from.
We can't be expected to scour the internet on your behalf, chasing down deals in your specific country... Again, help us, help YOU.

5. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.
Have had good luck lately with Intel, Asus and Nvidia.

6. If YOU intend on using any of YOUR current parts, and if so, what those parts are.
Will use monitors and input devices

7. IF YOU plan on overclocking or run the system at default speeds.
Will OC

8. What resolution, not monitor size, will you be using?
4k and 2k

9. WHEN do you plan to build it?
Note that it is usually not cost or time effective to choose your build more than a month before you actually plan to be using it.
Soon

10. Do you need to purchase any software to go with the system, such as Windows or Blu Ray playback software?
Nothing will need to be purchased.

Build so far:

Intel Core i9-7900X - $1049
ASUS ROG STRIX X299-E GAMING - $349
G.SKILL TridentZ RGB Series 128GB (8 x 16GB) - $1504
SeaSonic Platinum SS-860XP2 860W - $139
SAMSUNG 960 PRO M.2 1TB NVMe - $632
ASUS ROG GeForce GTX 1080 Ti - $1659 (2x)
Corsair Tempered Glass Crystal Series 460X RGB - $139
WD Black 4TB Performance Desktop Hard Disk - $199

I may wait for a higher core count CPU, but I'm sure 10 will be fine for now. Not really set on the case yet, but have had good luck with Corsair and like the idea of the tempered glass in combination with the LED parts.

Toshiba 5TB drives are better than the WD less than 8 TB drives in every way and are cheaper.
If you really want top grade hard drive you should get the 8 or 10 TB Hitachi He8 or He10 7200 rpm drives, as they are the highest binned ones from Hitachi/WD.
WD's pre-hitachi drives aren't actually that reliable as compared to hitachi's ones.

Your target budget is so large you really don't even need advice on most of your build tbh.

Only thing you should look into is the VRM capacity of your motherboard if you plan on delidding that 7900x or higher and running an open water cooling loop.

7900x can hit up to ~500w when running AVX512 power virus when delidded running at high overclocks without AVX negative offsets with open loop water cooling and the capacity of the VRMs on your motherboard are important at that point.
