"New" file/document menu: adding more entries in XP

I've always known that you can add new "Send To" destinations by putting more shortcuts in the folder C:\Documents and Settings\loginID\SendTo.

Is it possible to add more New file type/documents in the right click-->New menu? I'd like to add in the *.jpg file type.

I searched the registry and found this key for it, but I don't know how to create a binary thingy: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Discardable\PostSetup\ShellNew

In the old version of tweakUI, there was a dialog you could drag files into to add them, but the version I have now doens't seem to offer that. Either my memory fails me, and the dialog is somewhere else, or that feature was removed for some reason.
