New external makes loud buzzing/whirring sound

I just got this Seagate 1TB/32mb cache (7200.12) + Kingwin Enclosure (actively cooled)

And in the 2 weeks that I've had it, 1/4 of the times I turn it on it immediately starts to make this loud and harsh buzzing/whirring sound. I turn it off and back on (power switch on the back of the enclosure) and it goes away seems to start up normally. Sometimes it takes 3-4 times turning it on and off for it to start up normally.

Is the hardrive defective and going to fail? Even if brand new (this is seagate .12 Gen, not .11 Gen which I heard had high failure rate) Or could it be the two fans on the side of the enclosure?

Should I contact Seagate or Kingwin about it? They are brand new.

Take it out of the enclosure, hook it up internally, and check if it makes the same sound when powering up. My guess is that it's just the fans on the enclosure.
 
i've seen enclosures go bad - power wise - that cause soft or hard failure of the drives. i concur put the drive in your pc - if problem goes away - ditch the enclosure.

make sure the enclosure doesn't have its own power down system - like seagate's enclosures. some o/s get really pissed when the enclosure decides it is power down time on its own
 
Ok I finally got around to trying this. I even took a video of the external making the buzzing sound twice in a row, it's only 29sec long but it's 30mb! and I don't know where I could upload it. Would it help to see the video? I also wondered if I could use that to send to Kingwin to say something is wrong with it.

I then took the HD out and it's plugged into my pc like a normal HD, turned on PC twice and it's running no problem. I also have this on video. Then turned on the External power with no HD inside and it's running fine now too after numerous attemps, the two side fans run with no buzzing at all.

Why does it only do it when the HD is inside??? I wanted it to an external, just seems safer to have my back as a separate entity from my PC.
