New EPoX 4PEA+ Motherboard won't shutdown, any solutions?

Just got an EPoX 4PEA+ Motherboard and everytime I goto shutdown in Windows XP, the machine goes to shutdown and suddenly turns back on. I tried upgrading to all the different BIOS versions for this motherboard, I also tried unplugging all of the different "case" wires (ie. HD light, power light, power button, reset button) incase this was the cause of the problem, and also tried playing with some of the settings in the BIOS to no avail. Does anyone have any ideas what could be causing this?
