Actually, the transmission would have reached the Borg nearly instantly, as Data mentioned in Best of Both Worlds, that Borg transmissions operate on a subspace carrier wave similar to a transporter beam. This also brings the question as to why Data didn't know about this Enterprise incident? It's hard to believe with all his trillions of operations per second that he couldn't make a historical database search come up with something.

Cuz TNG was made before Enterprise ;)

The "Trek" explaination has something to do with the Borg adjusting the past during the 'First Contact' movie. Remember BotW happened before the movie did.
