New Eee Box won't initialize in setup menu

I just unpacked a new EEE Box 1501 and the first thing that happens when I boot up is "Setup is starting services" which is typical for a new Windows installation.

However, a pop-up box shows up that says "The computer restarted unexpectedly or encounted an unexpected error. Windows installation cannot proceed. To install Windows, click "OK" to restart the computer, and then restart the installation."

If I click OK, this starts an infinite loop where the message keeps coming back. Cold booting the computer leads to the same screen. I don't see an menu options in F8 that can get past this problem.

Do I have to take the hard drive out on this thing, format it, and install an OS on my desktop, or is there anything I can do to move past this?
