New drive not recognized

I just installed a new 2nd hard drive. It's not been formatted. Windows device manager sees it and says its working fine but it doesn't show up in My Computer with a drive letter.

I think it needs to be formatted before Windows will assign it a drive letter. Can I do this within Windows 2000 Professional or am I going to have to use a boot disk?

You'll have to go to Administrative Tools->Computer Management->Disk Management (or something like that) to create new partitions for the hard disk. Once you're in, it's just a matter of point and click. Very simple.
