New dream system doesn't work?

Maybe someone can help with my hardware woes. Here is the system I built:

Duron 800
Epox EP-8KTA+
ATI Radeon 32MB DDR
Sound Blaster Live 5.1 X-Gamer
Maxtor Diamond Max 20 GB harddrive
256 MB PC-133 Ram
Hi-Val 52X CDROM
HP CDRW
Running WIN ME

Problem:

System turns on all the fans work so I assume everything is getting powered, especially the Radeon. CDROMS light up and front panel lights on case light up. That's about it. No bios screen or bootup or anything. Have the jumpers on the board set for PC-133 ram and CPU voltage switches set for 1.7V core and CPU ratio for auto, CPU vio voltage set to 3.4. the Vio Voltage was set like that and I'm not sure what that does anyway. Your help would be greatly appreciated.....🙁
 
I usually start by unplugging all the cards then see what happens. If you have some other memory lying around or from another system try that, it could be your memory. Make sure the mobo is properly grounded.
 
Try this because it happened to me once upgrading, open up your box start from scratch pull everything out other than ram, vidcard and harddrive, cd and floppy. Then try and reseat your cpu if the cpu is not seated properly what youll usually get is a power up and nothing else happening just a blank screen that might also be in power save mode because of it. Hopefully this will help

Nippyjun rules! I traded out the ram and set the jumper back for PC100. It booted up and everything. So I figured it must be the ram so I tried it again. Left the jumper at PC100 instead of PC133 and it booted up sucessfully. I rebooted it up with the jumper back to PC133 and black screen again.. Must be something wrong with the RAM. I bought it at a local computer store "Computer Masters" with a 1yr warranty. So I figure it must be the ram or some conflict with the PC133 setting in conjunction with the 256MB stick?
