new DIY cannot win 98 cannot restart...

help.
Weird problem.
I can shut down but not restart it.
Win 98 SE
P 3 800
Asus cusl2-c
kingston 256 mb ram
SB live value
IBM 30.7 gig 7200
FPS 1800
No conflicts, everything is fine except it hangs on the "win 98 , windows is shutting down" when i restart it

Help, desperate as its a new pc(DIY by shop) and duno why it can't restart..

Try booting into safe mode is that possible?if so could be a driver problem.
