I am in the market for the best camera meeting the following parameters:

-less than $200
-at least 3 mega-pixels
-at least 3x optical zoom
-saves photos quickly
-Uses SecureDigital (not a must, but preferred)

What is the best camera (brand doesn't matter) for me?
