New data recovery anyone one can buy...what is it?

I have seen a disturbing number off craigslist off Individuals or small businesses offering Full damaged/water/broken pcp hard drive recovery, meaning therer useing some sort of hard ware to read the drives, or just read a single platter and extract raw data.
Id like to know what everyone is useing, since Id love to add this to my computer services.

Im kinda wondering if someone created a Personal UPR or something>A universal platter reader can mount any hard drive platter , any size, There have been machines made before for it but they cost 70K+ I hear,

Still wondering. Im sure alot of people would like to know also, I mean if you can recover something for 100-500$ instead off spending thousands on professional or personal recovery's it would be worth it
