New cpu mult/ref clock problems?

Just built a new sempron 3100+ and ecs nforce4-a754 combo, but I'm having a weird problem. When using programs such as CPUID, it shows the multiplier at 8.5 with the ref clock at 213.1Mhz. I have the ref clock set at 200mhz in the BIOS of the board. I thought it was related to cool'n'quiet, so I disabled it and same thing happened. I also tried changing the ref clock to 250 in the mobo (lowering the htt mult and the ram mult accordingly). It still showed the 213.1Mhz and 8.5 multiplier (using cpuid and a few other proggies). Any ideas why this is happening?
