New CPU/Memory not posting at right speed

Hi,

I just purchased some new hardware. Asus A7n8X, Athlon XP Barton 2600+, 512 PC3200 Corsair, and WD40GB HD. I installed everything and the computer booted and installed windows. However, the CPU is reading as 1.14 GHz as opposed the approx 1.9 it is supposed to, and the ram is running at 100mhz. Why are these clocking slower than they're supposed to. Also, the graphics are acting funny. When I scroll a web page for instance, it scrolls choppy and loads slow. The same happens when I move a window around the desktop. This didn't happen before and I'm using the same card (FX5200 - 128MB)

Can someone please help me?
 
1.) Does the processor boot up as a 2600+ in BIOS?

2.) Are your temps staying reasonable?

My brother built an AMD system (2100+) and when he first booted it booted as a 1500+. Turns out that he installed his HSF on turned 180 degrees wrong (common mistake from what I read). Make sure you have your HSF installed correctly, if its not, it will automatically boot at a slower speed.
 
I don't see in the bios where it tells about the chip model. But it posts 1.14. The BIOS has the temps as:
MB - 21C
CPU-45C

The asus probe in windows has the CPU as 27C

Also, the CPU external Frequency is set to 100mhz.

I installed the HSF correctly(checked it a few times)
