New CosmosS Owner...

So the new build will start soon, but there's this weird looking 24pin connector that I'm wondering what it's for? The manual is of little to no help with any kind of explanation, and it appears that it's necessary to power on?

Sounds to me like it's an adapter for a 20-pin PSU to connect to a 24-pin requiring motherboard. You may or may not need it depending on your MB and PSU Hold on to it and you'll see
