New computer video card question

I'm going to be building a new computer. I mostly edit SD and HD videos and process photos. No gaming whatsoever. I currently have a HD4650. Should I upgrade the card, which would only be to a HD4670 because I want a card that takes up one expansion slot, or should I get a HD transcoding card, like this?

The reason I want to use one expansion slots is that I have things I want to use in the PCI-X x1 slots which tend to be around the video card slot.
