New computer : Unable to install OS

Alright, here's my problem.

I ordered all the parts for a new PC. After I received to parts I went about installing all of the parts. Once that was done, I ended up getting the following:

"booting from disk drive"

Following that it blinks for a while and then fails. (No matter if it's an XP or Vista install CD/DVD.)

Inside the computer is:

E8400 3.0ghz Core 2 Duo
250gig SATA HardDrive
Asus SATA DVD-RW (Came bundled with HD)
HP (IDE) Lightscribe DVD-RW
Asus 9800 GT
Asus P5Q SE/R
4gigs of Patriot RAM

I can get to the BIOS menu and it will try to boot from the DVD in the DVD drive, but then it will automatically fail.

I have tried all the parts (aside from the Asus SATA DVD-RW, hence me using the also working HP DVD-RW) in other computers and they work fine. Which is what is frustrating me to no ends. I originally had the P5N from Asus and returned it thinking it was the motherboard, only to order a new (different) motherboard and have the same issue.

I cannot install Windows XP, Vista or any OS. Please help?

I get that message when I try to boot into any media that can't be boot from. My flash drive that only has data, for example. Make sure your BIOS is recognizing the hard drive and set to boot from it.

I can't, because the HD is completely new and empty. No OS has ever been install on this PC, seeing as all the parts are brand new.

try installing with 2 GB of RAM, the install the other 2GB after you're done. Also, I would use IDE DVD drive and unplug the SATA DVD drive while installing. Make sure the jumper is set to master. I've had trouble in the past installing windows with more than 2GB RAM.

Make sure the Optical drive is see in the bios and is set as the primary boot drive. Otherwise its looking at teh HDD and not finding anything.
