New computer not performing as it should

So I just upgraded my computer. I bought a new motherboard, cpu, gpu, harddrive, ram.

New setup:
E6600 Core 2 Duo, stock HSF,
8800GTS 640mb
SATAII 320gb HDD
Gigabyte GA-965P-DS
2 gb Corsair XMS2 800mhz
500w PSU
4 intake fans, 2 output fans
not overclocked at all

Everything posts and runs, but my CPU is idling at like 65-70c and I'm only getting ~3000 in 3DMark06. Please tell me there is something wrong with that.

From what I've heard, a system like this should get around 8000 points (correct me if I'm wrong). Why am I getting the shaft here? Is my PSU not adequate? Did I receive broken items?

I'm running on my laptop for now since I'm afraid that my desktop will burn up. Any thoughts, suggestions?
 
I'm guessing that you didn't install the stock heatsink properly, and your CPU is throttling. You really have to apply a lot of force to the mounting lugs on the heatsink to get them to lock in, enough that the motherboard tends to warp. Also, you need to make sure to push them in in the proper order.
 
I was thinking that as well. I swear I heard them all click into place. Maybe I did them out of order? In any case, I ordered a new HSF and some arctic silver 5 about 5 minutes ago to apologize for the high temps, lol. I guess I'll wait until I get them until I try to correct the situation.

Could it possibly be my PSU supplying unsteady voltages? I was a bit hesitant in not upgrading it cuz I wasn't sure if it could handle the loads. But, in the bios, all of voltages are reporting as "OK", so I don't know?
