Format old computer, give her linux so no matter how stupid she is, she can't get spyware, then take the $500 and buy yourself a GeForce 6800GT, you can thank me for your gaming goodness later.

Edit:If your parents wont bite for that, tell them you'll buy her a new PC, spend $40 on a new case, format and still get the 6800Gt.
 
limit her account to no installations and get all the Webroot products that you can d/l easily online... very good stuff(spyware, windows washer, pop up blocker)... thats about it
