New computer does not always boot up..

Hi All,
A co-worker had just built a new computer with a Epox 8KHA+, AMD Athlon XP 1800+, 256 of Mwave memory, PNY G2 TI video card, IBM 60GXP 60 gig, CL Audigy Platium sound, 3-com nic, 56k modem(not sure of brand), 300watt PS, Running WIN XP Home.

Sometimes it will not boot, Sometimes he gets one long beep and no video, and sometimes he gets no beeps and no video.
Where would you start?

i would check to make sure that the video card is seated properly in the slot. sometimes the case and the mobo don't fit exactly, so when you screw in the PCI or AGP card to the case, it puts pressure on the card and shifts it.

Thanks for the reply, but I have checked that and reseated the card and the Epox motherboard has a clip on the AGP slot that locks down the video card.
So I was thinking maybe it is the mainboard or the video card. Don't know.
 
Well he used Arctic Silver II and Dragon orb cooler. If the core was cracked wouldn't not work at all.
When it does boot up the cpu temp is only 37 degrees C and all apps work great and it shuts down fine.

I have seen this on a IWILL motherboard before and it was the motherboard. I have myself made 5 computers with the Epox board with no problems.
I guess I'll do some video, memory and cpu swaping.
