Hey,

So my dad wants me to build him a new computer, just mainly for browsing and small office tasks. His P4 is way too slow for him.

I'm not sure what is the best these days.

If he is just going to surf and do light office tasks, just about anything you choose will be fine.

What are you going to use for an OS?
