new combo (neo2 plat. 3200+ 939) wont power up!

Hey guys, any advice would be greatly appreciated as I would hate to RMA this thing so fast....

I bought a neo2 platinum and a 3200+ and hooked it up last night. It managed to boot up but would always restart when loading "mup.sys"...so I left it 'till this morning. So I wake up and hit the "power" button and NOTHING....no fans no lights...nothing. So I take the motherboard out and put in on some cardboard and do the same thing with the psu. I hook up the psu ONLY and I use a screwdriver to short the power pins on the board iteself (in order to ensure that its not the "power button")....still nothing...it was the saddest silence I had ever heard. If anyone has any advice I would appreciate it graciously. Thanks for your time in advance!

 
Try this - Take out any usb card you have, or jumpers that might enable usb - including front usb headers etc etc
 
Mmm.....ok....I'll give it a shot. I have no cards in the motherboard right now....no RAM even. It's just the board with nothing in/on it (cept for the cpu of course) with the psu attached. I'm just trying to get some sign of life (ie a little fan spin-age).
 
I would say it is a psu issue..
Try one other thing -
unplug your system
take the cmos battery out
jump the CLEAR CMOS jumper

Wait 20 minutes minimum

park the jumper,
put the battery in
plug in
switch on - just see if there is any sign of life
 
sorry - didn't make it clear...

Find the CLRCMOS jumper, or CLCMOS jumper, will be near the battery.
If it is on [say for instance] pins 1 + 2, then put the jumper on pins 2 + 3

Make sure you unplug, and remove battery as well - leave it for some time.........
Make sure that you replace the jumper before you restart the system
 
Ok, new developments. I tried everything above to no avail...then I tried my power supply with my friend's computer and it didnt power it up so I figured that the power supply itself (an "enlight 420w") was the problem. This was odd because it had worked FINE up until I installed my new board and cpu. ANYWAY, in a final attempt I then tried my friends sister's crappy ol' 350w "tigerpro" brand power supply with just the psu attached to the motherboard sitting out on a piece of cardboard...it worked! Or atleast the fans started to spin etc. So I put the thing back in my computer and hooked everything up...installed the 350w and hit the power button...NOTHING. So I removed the motherboard and put it on the cardboard again and hooked the psu up to it alone and again...nothing. I don't wanna wait the 2 weeks to RMA cause school is starting in a few days. I don't want to believe that they sold me a defective board (since monarch usually does extensive testing before they send a combo out), but does anyone know what's going on?? Thanks again.
 
once more thing....I had connected the following to each psu when "the incident" occured both times:

1 hard drive
1 cdrw drive
1 dvd drive
1 BFG 6800 GT
1 case fan

I only mention it because there seems to be alot of talk about generic psu's crapping out when overworked...I dunno though...I don't have enough knowledge on the subject to understand if that would even be a possibility in this case,
